Durch die anhaltende Globalisierung der Agrar- und Ernährungssysteme sind diese jedoch im Hinblick auf Ressourcenkreisläufe sowie regionale Zusammenarbeit und Wirtschaftsentwicklung zunehmend entkoppelt. Die Wiederanbindung der Nahrungsmittelproduktion an städtische Räume trägt dazu bei, regionale Wertschöpfungsprozesse aufzubauen, Nährstoffkreisläufe zu schließen und eine gesellschaftliche Mitgestaltung des Ernährungssystems zu ermöglichen. </p><p><strong>Ziele und Vorgehen</strong></p><p>Derzeit werden viele Ansätze, Geschäftsmodelle und Governanceansätze zur Re-Regionalisierung der Agrar- und Ernährungssysteme in Deutschland entwickelt. Vielfach befinden sich diese noch in der Nische. Damit diese Ansätze ihren Wirkungsgrad und Wirkungsbereich skalieren können, braucht es Kooperations- und Poolingmodelle zur gemeinsamen Nutzung städtischer und ländlicher Ressourcen und zur kollektiven Nutzung von Produktionsmitteln, Dienstleistungen, Flächen, Märkten, Kapital, Wissen bzw. Netzwerkstrukturen.&#160; Ziel von KOPOS ist es, die konzeptionelle Entwicklung, die beispielhafte Umsetzung und die Bewertung solcher Kooperations- und Poolingmodelle voranzutreiben. Konkret erfolgt dies in zwei Regionen und in zwei Handlungsfeldern&#58; (1) Das Handlungsfeld „Fläche&quot; befasst sich in der Region Berlin-Brandenburg mit dem Zugang zu Landressourcen für eine regionale, nachhaltige landwirtschaftliche Nutzung. (2) Das Handlungsfeld „Kurze Wertschöpfungsketten&quot; befasst sich in Freiburg i.Br. und Region mit der Etablierung kurzer Wertschöpfungsketten und deren kommunalen Gestaltungsmöglichkeiten, insbesondere im Rahmen der öffentlichen Beschaffung. Darüber hinaus ist es das Ziel, regionale Lernprozesse sowie einen überregionalen Wissenstransfer anzustoßen, um Erkenntnisfortschritte zu den Mechanismen, die ökonomische, aber auch ökologische und soziale Skaleneffekte im Stadt-Land Verbund zu erhalten und zu verbreiten.</p><p><strong>Erwartete Ergebnisse und Transfer</strong></p><p>Die in KOPOS initiierten Pilotprojekte, Kooperationen, Transfer- und Lernprozesse sowie wissenschaftlichen Erkenntnisse unterstützen zivilgesellschaftliche und Wirtschaftsakteure dabei, Strategien zu optimieren und im Rahmen regionaler Transformationsprozesse zu implementieren. Für die kommunalen und regionalen Akteure in Politik und Verwaltung sind die partizipativen Methoden, Strategien, Good Practices und Indikatoren für die Etablierung integrierter stadt-regionaler Kooperations- und Governanceansätze sowie Benchmarking- und Monitoringsysteme nutzbar. Über konkrete Projekte werden bestehende Initiativen und unternehmerische Aktivitäten gestärkt bzw. neu initiiert und der Interessensausgleich zwischen Stadt und Land befördert.</p></div> <div class="ExternalClassEC4FC99E27D840D18FAD00BA90B9FCC6"><p><strong>Motivation</strong></p><p>Regional agriculture and food supply have been traditionally an integral part of the functional relationship between town and country. However, due to the ongoing globalisation of agricultural and food systems, they are increasingly decoupled in terms of resource cycles and regional cooperation and economic development. The reconnection of food production to urban areas contributes to building up regional value-adding processes, closing nutrient cycles and enabling societal participation in co-designing the food system.</p><p><strong>Objectives and approach</strong></p><p>Many approaches, business models and governance strategies are currently being developed for the re-regionalisation of agricultural and food systems in Germany. In many cases these are only niche activities. For these approaches to be able to scale their efficiency and scope, there is a need for cooperation and pooling models for the joint use of urban and rural resources and for the collective use of production means, services, land, markets, capital, knowledge or network structures.&#160; The aim of KOPOS is to advance the conceptual development, the exemplary implementation and the evaluation of such cooperation and pooling models. Specifically, this takes place in two regions and in two fields of action&#58; (1) In the Berlin-Brandenburg region the field of action &quot;area&quot; deals with the access to land resources for a regional, sustainable agricultural use. (2) The field of action &quot;Short value chains&quot; deals in Freiburg i.Br. and the surrounding region with the establishment of short value chains and their municipal design options, especially in the context of public procurement. In addition, the aim is to initiate regional learning processes as well as a supra-regional transfer of knowledge in order to maintain and disseminate progress in knowledge about the mechanisms that generate economic, but also ecological and social economies of scale in the urban-rural cooperation.</p><p><strong>Expected results and transfer</strong></p><p>The pilot projects, cooperations, transfer and learning processes as well as scientific findings initiated by KOPOS will support civil society and economic actors in optimizing strategies and implementing them within regional transformation processes. For local and regional actors in politics and administration, the participatory methods, strategies, good practices and indicators can be used for establishing integrated urban-regional cooperation and governance approaches as well as benchmarking and monitoring systems.
