(Projekte vor 2018) Weith, Thomas; Strauß, Christian; Repp, Annegret Drittmittel Leibniz Centre for Agricultural Landscape Research (ZALF) (project prior to 2018) completed abgeschlossen <div class="ExternalClassE16391CA0BBE488E8802A4DCB6CF1B53"><p>Die praktische Umsetzung der auf europäischer und nationaler Ebene formulierten Ziele zur Verminderung der Klimagasemissionen stellt insbesondere auf regionaler und lokaler Ebene eine Herausforderung dar. Durch Nutzung heimischer Ressourcen können Energieimporte vermieden und damit die regionale Wertschöpfungskette gestärkt werden. Hierbei spielt die zunehmende Integration ganzheitlicher Energiekonzepte in die formellen und informellen Instrumente der stadtregionalen Entwicklung eine entscheidende Rolle. Dies berührt auch raumbezogene Fragen nach der Veränderung der Landnutzung im stadtregionalen Kontext; darüber hinaus ergeben sich handlungsleitende Fragen nach dem gesellschaftlichen Umgang zur Lösung der damit verbundenen Konflikte. </p> <p>Vor diesem Hintergrund ist die Entwicklung von Energiepartnerschaften zwischen Städten und ihrem Umland ein vielversprechender Ansatz, der aber noch kaum erforscht ist. Zentrales Vorhaben der Projektpartner aus Deutschland, Polen, Lettland und Norwegen ist daher, die wichtigsten Herausforderungen bei der Entwicklung und Implementierung dieser Partnerschaften zu identifizieren. Die Ergebnisse sind Teil einer Vorstudie über Stadt-Land-Partnerschaften. Ihre Reflexion ermöglicht die Herausarbeitung der bisherigen Vorgehensweise und Erfahrungen in den beteiligten Regionen. Sie werden auf einem Workshop in Lettland präsentiert. Eine online-Plattform und Planungsworkshops zu Beginn des Jahres 2013 ermöglichen die kontinuierliche Vorbereitung eines EU-Projektes. </p></div> <div class="ExternalClassE78BCA6EF82D4AF19E7FEDC7BD82ECA2"><p>The practical implementation of greenhouse gas emission reductions targeted at both national and European-levels, which must take place primarily at the regional and local levels, represents a significant challenge. Greater exploitation of renewable domestic resources could help drive reductions in energy imports, strengthening the regional value chain and helping drive progress towards reaching these goals. In this context, the increasing integration of holistic energy concepts in the formal and informal instruments of city and regional development plays a critical role. This also touches on spatial conditions, with regard to changes in land-use in the urban-regional context; additionally, action-guiding questions about how societies react to these issues and develop solutions to the related conflicts will arise. </p> <p>Against this background, energy partnerships between cities and their surrounding regions are a very promising, though still barely explored concept. The central project goal of the project partners from Germany, Poland, Latvia, and Norway is, therefore, to identify the most important factors contributing to the success of the development and implementation of such partnerships as well as any major challenges. The results will be explored as part of a feasibility study for urban-rural energy partnerships and then reflected onto the previous approaches and experiences of the participating regions. As part of a workshop in Latvia, the main results of the study will be made public.
