Zum einen konnte in Vorarbeiten gezeigt werden, dass für den Schutz der Biodiversität kleinteilige Naturschutzmaßnahmen besonders effektiv sind, zum anderen werden diese im Rahmen der AUKM aufgrund des hohen Kontrollaufwandes seitens der Verwaltung nur zurückhaltend angeboten. Ergebnisorientierte Honorierungsmodelle werden von vielen Seiten gefordert. Während der Konzeptualisierungsphase (Konzept NatApp) ist das Konzept der NatApp sowohl aus naturschutzfachlicher als auch aus verwaltungstechnischer Sicht weiterentwickelt worden. Das Konzept NatApp wurde modifiziert, um der aktuellen digitalen Technologien gerecht zu werden (z.B. Satellitensysteme) und die Integrierung der NatApp in existierende Apps zu ermöglichen. Die NatApp besteht aus zwei Tools, einem Dokumentationstool und einem Informationstool. Beide sollen sowohl dem Landwirt als auch der Verwaltung die Anwendung und Umsetzung von AUKM erleichtern. Die App soll erweiterten Zugang zu den Informationen der Fördermaßnahmen und ihren Regularien bieten, aber auch eine vereinfachte und effektive Kontrolle, insbesondere von kleinteiligen Naturschutzmaßnahmen ermöglichen.<br>Im angestrebten Vorhaben wird das Konzept der NatApp erprobt und validiert sowie die Anwendung in vier Bundesländern getestet. Dazu werden die verschiedenen erarbeiteten Dokumentationsmöglichkeiten sowohl hinsichtlich ihrer inhaltlichen als auch terminlichen Eignung und Rechtssicherheit unter Praxisbedingungen evaluiert und anschließend in die App implementiert. Durch Schulungen werden die Betriebe in die verschiedenen Dokumentationsmöglichkeiten eingewiesen. Gleichzeitig wird die Handhabung und Akzeptanz der NatApp seitens der Landwirte und der Verwaltung analysiert. On the one hand, it could be shown in preliminary work that small-scale nature conservation measures are particularly effective for the protection of biodiversity, on the other hand, these are only offered cautiously within the framework of the AECM due to the high control effort on the part of the administration. Results-oriented remuneration models are required from many sides. During the conceptualization phase (NatApp concept), the NatApp concept was further developed from both a nature conservation and an administrative point of view. The NatApp concept was modified to meet current digital technologies (e.g. Satellite systems) and as well as the integration of the NatApp into existing apps. The NatApp consists of two tools, a documentation tool and an information tool. Both tools are intended to facilitate the use and implementation of AECM for both the farmer and the administration. The app is intended to offer expanded access to information on funding measures and their regulations, but also to enable simplified and effective control, particularly of small-scale nature conservation measures. In the intended project, the NatApp concept will be tried out and validated and its application will be tested in four federal states. For this purpose, the various documentation options that have been developed are evaluated with regard to their suitability in terms of content and deadlines and legal security under practical conditions and then implemented in the app. The companies are instructed in the various documentation options through training. At the same time, the handling and acceptance of the NatApp by the farmers and the administration is analysed.
